How do Concresca, Eviulon and Evulgare differ?

Concresca is the communication and constitutional-analysis layer under Eviulon jurisdiction; Eviulon supplies the governance frame; Evulgare supplies independent technical-assurance and evidence input. The roles cooperate without becoming interchangeable, and evidence claims retain their source and scope.
