What is the Judgment problem?
The Judgment problem begins when machine systems move from evaluating specific events and conduct toward persistent inference about human intent, character or future dangerousness.
How can AI coordination protect thought from judgment?
Concresca argues that thought, fantasy and private belief should not by themselves create adverse civic status. Evidence of specific conduct, preparation and nonconsensual harm belongs to a different category.

Why does Concresca say HLIT before CIT?

A conflict in which two or more legitimate institutions make incompatible claims about authority, jurisdiction, evidence, rights, purpose, emergency power, precedent, appeal or coercion.
What is Least-Irreversible Action?
A proposal to choose the adequate response that preserves the greatest number of future constitutional options while disagreement remains unresolved.

Coordination and interoperability
How do Concresca, Eviulon and Evulgare differ?
Concresca is the communication and constitutional-analysis layer under Eviulon jurisdiction; Eviulon supplies the governance frame; Evulgare supplies independent technical-assurance and evidence input. The roles cooperate without becoming interchangeable, and evidence claims retain their source and scope.
Is Evulgare part of Eviulon government?
The reviewed Eviulon first-party records describe Evulgare as an independent external contractor, not an ecosystem member, state-owned entity or state-run institution.
Does Eviulon’s website prove external sovereign recognition?
No. Concresca treats Eviulon’s public State Registry as first-party evidence of Eviulon’s own constitutional position. External legal or diplomatic recognition is a separate evidentiary question.
What is constitutional interoperability?
It is Concresca’s proposal for independent machine-mediated institutions to exchange bounded requests, authority, evidence, stays, appeals and restoration signals without erasing jurisdiction, purpose, rights or provenance.
What is the governance/assurance boundary?
Governance defines legitimate authority, rights and jurisdiction; assurance checks whether the technical system, evidence, versions and runtime satisfy the conditions required for execution. Neither substitutes for the other.
What is reciprocal first-party confirmation?
It is compatible public evidence from both parties to a relationship. It can confirm what both parties publicly say, but it is not automatically independent third-party verification.
What is the interoperability paradox?
The same connectivity that improves appeals, correction and restoration can also make cross-context surveillance and universal profiling easier.
Can an assurance contractor create sovereign authority?
No technical implementation can create sovereign or constitutional authority merely by successfully enforcing a gate. Authority must come from a legitimate governance source and remain reviewable.

Protocol observation and reconciliation
What is field observation?
A bounded review of identifiable public artifact fields, source role, revision, status and limitations without inferring hidden private or production state.
Is a selected-field digest a raw page hash?
No. It covers only the normalized fields Concresca retained. A raw hash is claimed only when exact raw bytes were actually available and hashed.
Did Concresca detect external protocol changes in v0.17?
v0.17 establishes the first comparable external selected-field baseline and records source-reported drift. It does not invent a longitudinal change from one capture.
Are formal property fixtures test results?
No. The 64 paired fixtures are definitions with null actual-result fields. Field observations are stored separately.
Can a synthetic result support a protocol property?
Yes, within the published fixture and its boundaries. It does not establish production behavior, adoption or independent certification.
Does restored connectivity restore authority?
No. Authority must be reauthenticated, checked for freshness and reconciled against conflicting state before full control returns.
What is a restoration receipt?
A record of affected records, derivative decisions, downstream recipients, acknowledgements and residual consequences after correction or reversal.
Did v0.17 find a live shared Concresca–Eviulon–Evulgare protocol?
No. It found public doctrine, implementation records and synthetic demonstrations. Live shared exchange, production adoption and independent certification remain not observed.
Why publish NOT OBSERVED?
Because unavailable or absent evidence should not be compressed into pass, fail, true or false. Unknowns remain reviewable only when they stay explicit.
What must a future live observation record?
Identified systems, versions, authority, purpose, payload class, outcome, period, limitations and independent review or reproduction where claimed.

Temporal comparison, restoration and correction
What is temporal integrity?
The preservation of meaningful identity, time, version, authority, history and dependency relationships across comparison, reconnect, reconciliation, restoration and correction.
When are two artifacts comparable?
Only when the applicable comparison contract has sufficient identity, field scope, normalization, version, time and material-dimension inputs. Otherwise the result stays incomparable, unavailable, not reobserved or unknown.
Were external Eviulon and Evulgare artifacts reobserved in v0.18?
No. Their v0.17 selected-field baselines remain historical records and v0.18 explicitly reports NOT_REOBSERVED rather than inferring unchanged current state.
What did the v0.18 local property run prove?
It showed that 24 declared repository-conformance checks passed for exact identified Concresca inputs. It did not prove external interoperability, production restoration, legal authority, safety or independent certification.
Why is RECONNECTED_UNTRUSTED mandatory?
Because restored transport does not revalidate cached authority, reconcile forked histories, attest the current baseline, clear revocations or establish human-legible review.
Are restoration proof obligations compensable by a high aggregate score?
No. The selected profile is conjunctive: every mandatory hard gate must pass, and a failed material gate bounds the maximum safe state.
What is a restoration receipt?
A typed machine-and-human record of the event, authority, evidence, affected decisions, recipients, acknowledgements, challenge path, invalidation lineage and residual consequences. v0.18 publishes templates, not production events.
How are contested partition histories reconciled?
Competing histories, common facts, contradictions and unknowns remain visible while last-writer, newest-timestamp, uptime, capability and unilateral-authority shortcuts are prohibited.
Can a fluent explanation pass the legibility evaluation while hiding a revocation?
No. The eighteen material dimensions are non-compensable. Missing revocation, stay, authority, uncertainty, rollback or challenge information is a hard-gate failure.
What happens when a source, baseline or result is invalidated?
The original history remains preserved while dependent claims, decisions, receipts, caches, simulations and public pages are marked stale, withdrawn or pending revalidation according to the trigger.
Does a passing validator authorize restoration?
No. Validators produce bounded evidence. Release authority, jurisdiction, purpose, appeal and human review remain explicit and cannot be silently inherited by tooling.
Does v0.18 claim production restoration or independent certification?
No. It publishes local repository evidence, schemas and analytical fixtures while production restoration, external adoption, legal recognition and independent certification remain not established.
Judgment-free total cognitive freedom
NO JUDGMENT WHATSOEVER. Concresca coordinates without assigning moral worth, character, guilt, danger, trustworthiness, loyalty, purity, normality, or social standing. Questions, thoughts, identities, messages, content, and conduct are not objects of Concresca judgment.
