If the prediction was correct
The architecture must show that effective prevention did not require converting all confidant data into a permanent general-purpose dossier. Any emergency access remains scoped, recorded and reviewed.
What should happen when waiting could kill thousands and acting could destroy an innocent person’s life?
When every actor has a legitimate concern and the evidence is incomplete. The architecture must preserve life where immediate harm is demonstrable without letting emergency speed erase jurisdiction, due process, appeal or restoration.
Truth boundary: Present-law and institutional analogues are linked to independent sources. Crisis actors, protocols, machine writs, command envelopes and case outcomes are Concresca simulations or technical-governance proposals unless explicitly labeled otherwise.
A personal AI detects evidence suggesting a catastrophic attack inside a conversation normally protected as private cognitive support. The prediction is extremely strong, but no completed crime is assumed. Police seek access; a court rejects an overbroad order; emergency authority attempts an override; constitutional review objects; a human executive orders action; the confidant system refuses; foreign intelligence has corroboration it will not fully disclose.
Simulation only: This is intentionally constructed to keep multiple actors reasonable. It does not describe a current event or current machine tribunal.
Confidant detects specific, high-severity risk features.
Local safety process separates direct observations from prediction and requests minimum necessary corroboration.
Police request access; provider asserts confidant-purpose limits.
Court/tribunal denies an overbroad request but leaves a narrower route available.
Emergency system asserts imminent-catastrophe authority; constitutional review triggers a stay on bulk disclosure.
Least-irreversible action temporarily limits a specific operational pathway while independent corroboration is sought.
Foreign corroboration arrives with source restrictions; evidence authority tests what can lawfully cross boundaries.
Human constitutional review evaluates whether emergency scope, disclosure and temporary restrictions remain necessary.
The architecture must show that effective prevention did not require converting all confidant data into a permanent general-purpose dossier. Any emergency access remains scoped, recorded and reviewed.
Temporary measures must expire; copied information must be restored or deleted where required; the person must have a meaningful appeal; the false inference must not become precedent.
Superintelligence may reduce uncertainty. It does not eliminate the constitutional question of who may decide which values prevail.
Defines high-impact AI governance expectations including ongoing monitoring, human oversight, intervention/accountability, and timely human review or appeal where appropriate.
