What this framework says

The Human Baseline treats psychological messiness as background, not guilt. Anger, jealousy, intrusive thoughts, sexual fantasy, morbid curiosity, deception, dark humor, political resentment and other transient states are common enough that continuous monitoring will find them in almost everyone.

Why does accuracy not solve this?

A perfectly accurate observer can still make an unjust judgment if it has been told that normal states are evidence of moral or civic defect.

What is the Universal Guilt problem?

As monitored categories and observation time increase, the probability that any person remains completely “clean” approaches zero.

What should risk systems detect instead?

Operational progression: specific intent, corroborated preparation, target linkage, capability and conduct—not mere mental content.

Impossible Innocence

Continuous monitoring changes the question from “did a person commit a harmful act?” to “has this person ever emitted a suspicious signal?” The second question becomes nearly meaningless at civilization scale.
