To govern is to allocate.
In remote machine environments, the institution that allocates scarce physical resources can acquire more practical authority than an institution that only issues abstract rules. The resource-governance framework therefore treats allocation, execution, measurement and appeal as separate powers.

Delay-tolerant networking, local identity validation, store-and-forward custody and asynchronous reconciliation become constitutional infrastructure.
Political implication
A lunar region able to allocate resources, settle disputes and survive indefinitely during partition has acquired functional powers very close to sovereignty even without declaring independence.
Authority must remain bounded even when the infrastructure is faster than its reviewers.
Eviulon governance inside Concresca should treat machine speed as a constitutional variable. High-impact consequences require human temporal accommodation, automatic stays where feasible, attributable emergency authority, expiry, and restoration.
