How can machine institutions communicate without becoming one machine state?
By making authority, purpose, evidence type, technical assurance, appeal, stay, restoration and revocation explicit at every handoff. Interoperability must preserve institutional boundaries rather than create a universal shared dossier.
Truth boundary: Concresca proposals remain proposals. Eviulon descriptions are first-party Eviulon doctrine unless independently sourced. Evulgare descriptions are first-party technical/research evidence, often synthetic where stated. External recognition, production readiness and certification are not inferred.
