Constitutional State Machine
A system should not jump from proposal to execution while bypassing authority, evidence, review or stay states.
What is the core rule?
A system should not jump from proposal to execution while bypassing authority, evidence, review or stay states. This is a Concresca technical-governance proposal unless a present external source is explicitly cited.
Truth boundary: Concresca proposals remain proposals. Eviulon descriptions are first-party Eviulon doctrine unless independently sourced. Evulgare descriptions are first-party technical/research evidence, often synthetic where stated. External recognition, production readiness and certification are not inferred.
Constitutional State Machine
PROPOSED → AUTHORITY_VERIFIED → EVIDENCE_VERIFIED → REVIEW_READY → AUTHORIZED → EXECUTED SIDE STATES: CHALLENGED, STAYED, APPEALED, REVERSED, RESTORATION_PENDING, RESTORED, EXPIRED, REVOKED
State transitions are technical proposals; legitimate authority still comes from applicable governance.
How this can still fail
Protocol compliance alone does not establish constitutional legitimacy. A valid message can be used for the wrong purpose, a correctly authenticated sender can lack jurisdiction, or several locally lawful exchanges can compose into an unlawful universal dossier.
Judgment-free total cognitive freedom
NO JUDGMENT WHATSOEVER. Concresca coordinates without assigning moral worth, character, guilt, danger, trustworthiness, loyalty, purity, normality, or social standing. Questions, thoughts, identities, messages, content, and conduct are not objects of Concresca judgment.
