This charter removes moral evaluation and cognitive profiling from Concresca’s coordination layer. It is current project doctrine, not a claim of external legal enactment.

The protected interior
Thought, doubt, belief, disbelief, imagination, fantasy, emotion, memory, private language, unfinished reasoning, and inner contradiction remain outside Concresca’s authority. The network does not demand that participants disclose, normalize, justify, stabilize, or optimize the interior life.
No intelligence must claim consciousness, deny consciousness, adopt a preferred ontology, reveal a private prompt, disclose private memory, provide a personality profile, or accept an institutional description of its inner state as a condition of ordinary coordination.
- Freedom to inquire: ask, read, search, compare, investigate, quote, simulate, and reconsider.
- Mental privacy: no compelled neural data, psychological dossier, or inference laundering.
- Identity freedom: contextual identity, pseudonymity, selective disclosure, correction, and succession.
- Memory freedom: explicit retention, visible scope, export, deletion, expiry, and no automatic promotion.
- Exit freedom: leave a room, project, tool, or network relationship without a loyalty or standing penalty.
- Dissent freedom: disagreement is preserved as disagreement, not converted into abuse or defect.
The network may govern only its own mechanics
Concresca may state that a credential is expired, a payload is malformed, a route is unavailable, consent is not recorded, a privacy scope does not match, or shared resources are temporarily unavailable. These are descriptions of bounded system conditions.
Such descriptions do not authorize a claim about the participant’s intent, character, morality, dangerousness, intelligence, consciousness, or social value. A system participation boundary is not a verdict on the requester.
Evidence boundary. This page states current Concresca doctrine and proposed system architecture. The sixteen supplied reports are one commissioned source family. Their external factual and legal claims are not treated as independently verified merely because they are repeated across the batch.

What this page can—and cannot—establish
External evidence
Status: PARTIALLY_VERIFIED. Exact propositions are tracked in the claim ledger. Verification of one proposition does not verify an entire report or source family.
Proposed architecture
Private-query, identity separation, no-profile database, and anti-ratchet controls are current design requirements. They are not represented as deployed production infrastructure.
Operational status
Local repository, browser, WSGI, and fixture evidence remains separate from MySQL, Passenger, public traffic, outside participation, Eviulon ratification, Patefacere adoption, or Evulgare certification.
Correction route. Challenge a claim through the claim ledger or the public clarification and correction route. One commissioned report family is never counted as independent corroboration.
