Renewal is a new act
The implementation refuses automatic renewal and overlapping renewal. A new record must name the renewing actor and evidence, while preserving the prior authority as attributable history. Expired state disables the operation and requires dismantling.
A technical hold never becomes participant judgment, moral status, or global standing.
