A final staging result requires an authorized database, exact driver and server inventory, idempotent rerun, forced rollback in a separate disposable database, backup and restore into another database, semantic comparison, MATM /api/version evidence, and fail-closed removal tests.
The bootstrap never executes CREATE DATABASE, CREATE USER, GRANT, REVOKE, DNS, cPanel, Passenger registration, or hosting-account operations.
