Do not let salvage erase the last physical evidence.

The framework separates a Heritage Value Index from a Material Utility Index. Before dismantling a city, machine facility or artifact, governance must know whether equivalent physical specimens, cultural contexts and independent evidentiary records survive elsewhere.
