The WIP package is safe to inspect, not authorized to replace the live root.
It includes the complete public corpus, fail-closed root WSGI composer, route registry, source lock, receipt verifier, and non-secret deployment examples. It excludes the absent MATM source, database credentials, mutable state, live receipts, logs, and production data.

No secrets, private UAI memory, source registries, reports, tests, PHP runtime, database files, logs, or mutable forum state.
Cutover rule
Do not register the root Passenger application until exact source, tests, MySQL, staging, backup, and rollback evidence pass.
