Compile
Bind exact inspected-record digests into a deterministic dependency graph with a reproducibility manifest and no private source bytes.
Compare
Run a second clean-process implementation and require byte-identical canonical output before publication.
Authorize and gate
Verify a separately supplied, expiring authorization bound to the exact plan digest. No credential, archive, or passing plan becomes authority by itself.
