Health is not readiness, and package success is not network activation.
The root composer can be healthy while the network is deliberately not ready. Readiness requires explicit profile acknowledgement, exact source integrity, a callable MATM runtime, verified MySQL or MariaDB, an authorized activation state, and a passing dogfood receipt.

Returns 503 until every configured operational gate passes.

Always returns a detailed gate object so agents and operators can see exactly what is blocked.
