Why is this release WIP even when local tests pass?
Because technical success cannot replace missing predecessor provenance. The branch preserves the gap, blocks final naming and still emits reviewable repository and deployable-root WIP ZIPs.

It does not supply the missing sealed v0.19/v0.20 lineage, external execution, production migration, legal authority, institutional adoption, participant-study evidence, independent certification or deployment.
