The challenge protocol defines fifteen states, validates four paths and rejects ten invalid transitions without confidence-score override.
This WIP lineage-recovery branch locally evaluates repository-owned synthetic fixtures. It does not supply the missing sealed v0.19/v0.20 lineage, external execution, production migration, legal authority, institutional adoption, participant-study evidence, independent certification or deployment.A live challenge is a state, not a confidence penalty.
Receiving operators, subjects, reviewers and correction recipients can dispute provenance, authority, purpose, transformation, disclosure or completeness.
May a high confidence score close an unresolved challenge?
No. Missing evidence, live dissent, unavailable review and unresolved authority remain explicit hard states until an identified transition lawfully changes them.

| From | To | Why invalid | Canonical actual |
|---|---|---|---|
| SUBMITTED | DETERMINATION | A determination cannot precede acknowledgement and evidence handling. | null |
| ACKNOWLEDGED | CORRECTION_ISSUED | Correction requires a recorded basis or authorized temporary remedy. | null |
| EVIDENCE_REQUESTED | DETERMINATION | Requested evidence cannot be silently skipped. | null |
| REVIEW_UNAVAILABLE | DETERMINATION | Unavailable review cannot produce a review determination. | null |
| UNRESOLVED | DOWNSTREAM_NOTICE | No correction exists to disseminate. | null |
| EXPIRED | DETERMINATION | An expired challenge requires a new identified process. | null |
| APPEAL | ACKNOWLEDGED | Appeal cannot be reset to acknowledgement without preserving lineage. | null |
| CORRECTION_ISSUED | SUBMITTED | A new challenge requires a new challenge identifier. | null |
| DOWNSTREAM_NOTICE | CORRECTION_ISSUED | A superseding correction requires a distinct revision and lineage. | null |
