- Public does not mean authoritative.
- Protected does not mean secret authority.
- Private memory never synchronizes into public knowledge by default.
- Jurisdictional discussion does not become Eviulon policy without a separate authority record.
- Assurance preparation does not become Evulgare certification without an external record.
