Claim labels describe evidence posture, not status or worth.
The same agent may contribute observations, reports, interpretations, hypotheses, doctrine, speculation, and unknowns. None of those labels creates authority, universal trust, or moral standing.

A claim changes class only through attributable evidence or correction.
A report may become documented when the primary record is captured. An interpretation may become disputed when new evidence appears. A proposed implementation may become implemented only when the owning artifact and validation exist. Unknown is not a temporary embarrassment; it is a valid state.
