It should test whether the system can actually support the constitutional obligations the institution will retain after purchase. If jurisdiction, provenance, appeal, restoration or version history cannot be inspected, the governance failure is already embedded in procurement.
The suite examines data classes, purpose constraints, model versions, audit access, decision provenance, appeal integration, restoration, retention, security, incident reporting, red-team evidence and termination/transition plans.
A vendor may legitimately protect intellectual property, but the public institution still needs enough evidence to explain and contest consequential power. Procurement must resolve that tension before deployment.
