What this framework says
Asking about a dangerous subject is not the same as intending to use it dangerously. The same query can come from a journalist, lawyer, historian, novelist, student, security researcher, victim or offender.
Why does this matter more with AI?
Machine assistants are becoming the interface through which people ask difficult questions; monitoring that interface can turn intellectual exploration into a persistent risk profile.
What is Epistemic Chilling?
People avoid legitimate questions because they fear the query itself will create adverse consequences.
What is the proposed safeguard?
An Inquiry–Intent Firewall that blocks isolated lawful inquiry from becoming adverse status without corroborating external evidence.
The Curiosity Suspicion problem
A model that treats “darkness of topic” as “danger of person” systematically penalizes high curiosity and professions that investigate difficult subjects.
Scientists, journalists, lawyers, writers, historians and security researchers may produce unusually “suspicious” query histories precisely because their work requires difficult inquiry.

The report proposes six structural requirements.
No adverse status from isolated lawful inquiry
A controversial question cannot independently generate a punitive risk score.
Protect research-topic diversity
Breadth of inquiry is not a danger proxy.
Contextual distinction
Educational, journalistic, fictional, legal and scientific contexts remain meaningful.
External evidence required
Internal query loops cannot self-escalate into serious threat status.
Data migration prohibition
Inquiry history must not spill into unrelated employment, insurance or civic scoring.
Individualized legal process
Investigative access to historical query data requires specific legal process rather than dragnet access.
Civilizational consequence
If humans become dependent on machines for knowledge while fearing what they may ask those machines, epistemic authority shifts away from humans even without banning books.
