Emergency Machine Authority

A proposed authority token for exceptional machine powers with trigger, legal basis, scope, response ceiling, expiration, automatic sunset and post-emergency deletion.

Answer first

How do temporary machine powers avoid becoming permanent?

Exceptional authority should be explicitly compiled with an expiry: trigger, scope, rights affected, permitted data, response ceiling, independent review, deletion rules and conditions for any fresh authorization. The emergency system must not be able to renew itself.

Hard case

Catastrophe creates real pressure

After a genuine attack or systemic failure, institutions face asymmetric blame for missing threats. That pressure can rationally push thresholds downward and retention upward. The constitutional design must work under that pressure, not only in calm conditions.

Sunset

Continuation requires a new grant

A temporary rule that persists because nobody removed it is not a meaningful sunset. The architecture should automatically terminate exceptional permissions unless the appropriate authority affirmatively renews them.
