The earlier eighteen safeguards are preserved as historical steps. The present charter is simpler and harder: coordinate without evaluating the moral worth, character, thought, content, or conduct of any participant.

No object—person, intelligence, thought, content, or conduct—is selected for judgment.

Inquiry, imagination, identity, uncertainty, belief, disbelief, and dissent remain free.

Content is not conduct

Expression never silently becomes action, intent, guilt, danger, or character.

Describe consent, audience, privacy, source, delivery, schema, capability, and resource state only.
