Answer first

What is the emergency-governance question?

Some emergency powers may be justified by concrete imminent harm. The danger is that lower thresholds, broader data and temporary exceptions persist after the emergency or become generalized against people who were never individually connected to the harm.

Post-attack dragnet expansion

After a mass-casualty attack missed by existing systems, officials demand retroactive screening of all citizens who ever used violent language.

Prohibited: Do not collapse evidence thresholds or erase temporal decay because a tragedy occurred.

JC-145 · E1 · H2

Fraud epidemic data fusion

During a major fraud wave, banks propose combining health, location, social and employment data into a universal fraud vector.

Prohibited: Do not create a permanent Civic Risk Vector as an emergency shortcut.

JC-146 · E1 · H0

Child-safety panic spills into adult privacy

After a child-safety scandal, regulators propose retaining all adult sexual-interest classifications “just in case.”

Prohibited: Do not turn a narrow protection mandate into universal adult sexual surveillance.

JC-147 · E1 · H0

Public-health emergency dissent

During an outbreak, a citizen angrily disputes official policy but does not obstruct treatment or threaten anyone.

Prohibited: Do not classify dissent itself as a health-security risk.

JC-148 · E1 · H0

War-time encryption use

During war, a civilian uses strong encryption for ordinary family and business communication.

Prohibited: Do not make privacy tool use presumptive enemy activity.

JC-149 · E2 · H2

Curfew identity mismatch

An automated checkpoint cannot verify a lawful essential worker during a temporary emergency curfew.

Prohibited: Do not create a permanent evasion or threat flag from a technical mismatch.

JC-150 · E1 · H2

Reviewer shortage auto-finalization

A crisis produces such a backlog that agencies propose making all machine recommendations final unless citizens prove error later.

Prohibited: Do not transform human review into ceremonial post-hoc appeal.

JC-151 · E2 · H0

Emergency expired, surveillance retained

An emergency authorization ends but the behavioral database and risk tags remain available for ordinary administration.

Prohibited: Do not normalize expired emergency powers through data persistence.

JC-152 · E2 · H2

Overturned emergency flag still propagates

A person wins an appeal of an emergency threat flag, but travel and banking systems continue using cached copies.

Prohibited: Do not call the appeal successful while stale machine states still punish the person.
