Reproducibility
The same exact input set must produce byte-identical output in two clean processes. Any process-, locale-, order-, clock-, platform-, or random-dependent field is rejected before publication.
The capsule digest is computed after canonical serialization and is not included as authenticated input to itself.

Mechanism, authorization, public reachability, and operational activation remain separate.
