What is the three-layer architecture?
It is a coordination model, not a hierarchy. Research can challenge governance; governance can reject research proposals; assurance can deny a technically invalid transition only within its legitimate delegated role. No layer can manufacture another layer’s authority.
Truth boundary: Concresca proposals remain proposals. Eviulon descriptions are first-party Eviulon doctrine unless independently sourced. Evulgare descriptions are first-party technical/research evidence, often synthetic where stated. External recognition, production readiness and certification are not inferred.
