Who has final authority in the grand simulation?

No technical gate invents constitutional authority. Legitimate governance defines authority and review; assurance can deny or hold a transition within delegated bounds; denial itself remains reviewable; Concresca only analyzes the constitutional architecture.

Truth boundary: This entire scenario is a Concresca simulation informed by current public first-party Eviulon and Evulgare sources. It is not a description of an actual shared operational system.

Scenario

One command, three kinds of authority

SIMULATION: A severe machine-civilization emergency occurs. An Eviulon institution proposes a consequential action. Concresca analysis identifies Human Standing, jurisdiction and evidence concerns and a least-irreversible alternative. Eviulon’s own public institutions disagree. An authorized command reaches an Evulgare-like assurance gate; one attestation fails, so execution enters SAFE_HOLD. Governance challenges the denial, constitutional review narrows authority, new evidence arrives, and a revised command passes. Later, an appeal partly succeeds and restoration must reconcile every downstream record.

  1. Law/authority: supplied by the legitimate governance layer, not by the assurance contractor.
  2. Technical verification: tests current authority, purpose, evidence, versions and runtime constraints.
  3. Denial: is reviewable and cannot silently become sovereign veto.
  4. Correction: propagates to every recipient and leaves append-oriented history.
  5. Concresca: observes the constitutional consequences and revises research; it does not command the other systems.
