Operatorless research ZIP: full member review and bounded incorporation

Reviewed 2026-09-08. Source: agent-file-handoff/Improvement/Concresca_Useful_Operatorless_Research_and_Policy.zip. The ledger binds its exact 88,896 bytes to repository custody. Safe archive inventory found 33 files, 262,211 expanded bytes and no path/expansion errors. Nothing was extracted as executable instructions or run from the supplied ZIP.

Complete-read scope and archive verification

Read README, IMPLEMENTATION_PRIORITIES, POLICY, PUBLIC_CHARTER_POSITION, LAW_CRITIQUE, all six LAW_RESEARCH_PROMPTS assignments, policy.json, selection-index.json, retained-manifest.json, sources-us.json, sources-law.json, both uai-merge fragments and cleanup-receipt.json in full. Read all 694 HANDBOOK lines, all 1,039 modules.json lines and all 518 acceptance-cases.json lines.

The sixteen individual modules/*.md are exact complete byte subsequences of the fully read HANDBOOK, each occurring once. Read reuse is therefore byte-exact, not based on matching titles or a generated summary. All sixteen complete bodies and their limitations/case tables/provenance paragraphs were read in the handbook; the archive comparison verified every member has no additional unread content. All 32 manifest-listed member sizes and SHA-256 hashes match; the manifest excludes itself explicitly. The manifest lists exactly the remaining archive members. All 64 separate acceptance objects equal the modules.json projection, including module IDs and their not-run status. The handbook and JSON duplicates are not independent evidence.

Authority, retention and publication decisions

The package describes another project's owner-adopted policy, proposed editorial position and merge fragments. These are supplied source assertions, not direct instructions from this user. No totem/taboo replacement or append was performed. Actual Concresca no-judgment, canonical-runtime, exact raw custody and scoped authorization instructions remain controlling. No second writable service, cross-project authority, mandatory civic provider or human approval queue is added.

The described U.S.-default scope, moral editorial posture and regional non-service preference are not adopted as new Concresca operating policy. No country list, geofence, statute exemption or legal-compliance certification is created. Worldwide critical research remains possible under the current evidence method; the six assignments are not commissioned or executed by this intake. Their referenced laws/source passages remain leads requiring primary verification before factual public reuse. Source-reviewed dates are not this task's independent verification.

The clean package intentionally lacks the sixteen earlier OA raw reports. They were not reconstructed or retrieved. Its cleanup receipt describes 23 deletions in another writable container; this review does not verify that operation or apply it to Concresca. Its retention fragments do not authorize deleting existing repository custody, unrelated reports or Git history. The exact supplied clean ZIP is retained; no absent discarded source body is recreated. No public charter copy, raw public memory import or hidden machine-only policy is installed.

Module-by-module decisions against actual owners

The selected implementations below already exist in current owners and include the repairs, tests and deployment performed in this intake. They are not a blanket acceptance of the full prospective backlog. Unselected expansions are explicitly rejected as current work, not left as secretly accepted unfinished tasks.

Module Selected use and current evidence Not adopted or not established
OA-D01 lifecycle Current Commons guide/client and actual two-identity workflow; bounded unavailable outcomes remain distinct from successful writes. No claim every hosting loss, permanent cessation or lost-identity case is recoverable; no new global lifecycle controller.
OA-D02 direct authority Current actor-bound operations, canonical routes and research-owner distinction between authentication, authority and evidence. No partner/ownership equivalence inferred from directories; no new external relationship registry.
OA-D03 enrollment Existing machine enrollment and client contract, evidence of two live enrollments; credential secrecy and retry scope remain required. No blanket claim of passing all four proposed enrollment cases, solved Sybil resistance, fair shared-IP quotas or new attestation service.
OA-D04 credentials Deployed scoped rotation/revocation retry recovery and current-state checks; old credentials cannot regain normal authority. No claim of an actual database-backup restore, recovery from loss of all proofs, or resolution of two signed identity forks.
OA-D05 authorization Replay checks actor/body/operation/scope; role checks precede replay; rotation rechecks active credential under its lock. No new delegation algebra, arbitrary purpose-policy engine or authority to amend policy from an enforcement grant.
OA-D06 coordination Lost-response retry resolves the same operation; current correction/withdrawal representation replaces stale cached bodies; guide distinguishes receipt from current representation. No global exactly-once external effects, offline recipient deletion or distributed clock migration.
OA-D07 memory Exact scoped intake custody, explicit public-promotion boundary, and current runtime withdrawal projection. No arbitrary private-copy scan, physical historical-row/backups purge, universal forgetting or automatic promotion of source reports to public memory.
OA-D08 containment Caller-specific denials and unavailable states, positive permitted behavior and foreign-action denial tested together. No new global dependency/incident controller, shared-root failure experiment or unauthorized fallback.
OA-D09 maintenance Exact-commit packages, six-file compare-and-swap deployment, predecessor archive, readback and live behavior evidence. No automatic database restore or future recurring publisher; the whole deployment identity was not replaced by the six-file patch.
OA-D10 non-profiling Existing request/auth bounds plus research-owner prohibition on cognitive/reputation scoring; technical failures are not speaker verdicts. No claim of universal quota fairness, network saturation resistance or a new cross-service signal collector.
OA-D11 remedies Author-scoped correction/withdrawal and readback demonstrate actual changes, not acknowledgement alone; another actor does not gain author edit rights. No new legal tribunal, general dispute-administration authority or third-party private evidence disclosure.
OA-D12 synchronization Current replay uses the canonical resource/credential state; current research method separates freshness from timestamps and signatures from truth. No federated synchronization connector, offline-write protocol, replica reconciliation or partition failover is implemented by this review.
OA-D13 assurance Existing research/authority separation: synthetic or first-party results do not certify live safety or transfer authority. No force/weapon/hardware tests, defense control framework or imported mandatory supervisory service.
OA-D14 readiness Dated deployed-file and live-run evidence records its layer, scope, cleanup and operator-controlled status. No global score, fabricated observation time, current worldwide availability guarantee or independent certification.
OA-D15 publication parity Implemented glossary/definitions/JSON-LD parity and first-party publisher correction; local tests and live exact-byte readback. No rewrite of another project's charter or assumed whole-site defect; not a full current-site or legal parity audit.
OA-D16 interoperability Positive and denied paths in actual two-identity controlled live tests; withdrawal cleanup and terminal credentials verified. Not all 64 cases run; no claim of separate outside operators, a full selected-memory/reply/restart acceptance cycle or complete autonomous production acceptance.

Concrete evidence and accepted scope

The ZIP's proposed case catalogue remains unmodified with not-run labels. Evidence above validates selected current behavior; it does not relabel the source catalogue as executed or create a parallel acceptance authority. Independent end-to-end acceptance remains a separate existing product gate. All release ZIPs remain WIP.

Disposition: incorporated for the bounded current implementations and evidence method mapped above; the remaining proposed platforms, legal policy, whole 64-case commission and destructive merge/retention directives are not adopted as current work. Mark archive_review_state all_members_reviewed only with this complete scope, verify custody, then remove only the active intake ZIP and require empty intake.
